**Pandit Govind Makrand Dubey** (पं. गोविन्द मकरन्द दुबे) was born in 1946 in Vangaon, Dhamoh district, Madhya Pradesh, India. He is a multifaceted scholar with expertise in law, journalism, Sanskrit, and Hindi literature.

**Education and Career:**
- Law graduate and postgraduate in Journalism
- Served in government service for 15 years working on various development projects
- During his government career, authored the **Essential Commodities Manual** (आवश्यक वस्तु मैन्युअल), publishing 13 editions in total:
  - 9 editions for Madhya Pradesh
  - 4 editions for Chhattisgarh state
- This comprehensive legal reference on the Essential Commodities Act, 1955, is published by Khetrapal Law Agency and is widely used by lawyers, enforcement officers, and administrators across India
